The Town of Gilbert recently issued three Requests for Qualifications, one for architectural/engineering services, one for technical advisory services and the third for Construction Manager at Risk services for an alternative’s evaluation and construction of the North Water Treatment Plant.
According to the RFQs, the town is planning to build the 45-mgd drinking water plant around the SWC of Higley and Guadalupe Roads. The project is expected to replace the capacity of the existing North Water Treatment Plant and, “re-use or repurpose those facilities which are part of the North Water Treatment Plant to the extent practicable.”
The Town of Gilbert is looking for a technical advisor, in addition to a design firm and CM@R, that will act as a liaison between the selected design professional, contractor, stakeholders and others as needed throughout the project. While the technical advisor, “will be responsible for aligning the Project with Gilbert’s goals and objectives and overseeing the delivery of the Project at the best price in the marketplace and highest degree of functionality and quality,” the T.A. RFQ states, “the TA will not replace the design professional or contractor.”
The total project cost is approximately $237M and “basis of design” is anticipated to begin in July, with final design starting in March 2021. Construction, according to the project’s schedule, is anticipated to start in July 2022 and must be completed on or before December 31st, 2025.
Three pre-submittal conferences will be held in June, one for each request. The pre-submittal conference for the technical advisory services RFQ is scheduled for June 2nd, 2020 at 2:00 p.m., while the architectural/engineering services RFQ conference and CM@R services conference will be held on June 3rd, 2020 at 2:00 p.m. and June 4th, 2020 at 3:00 p.m. respectively. According to the RFQs, more information regarding the meetings will be published on the town’s e-Builder electronic bidding platform by May 20th. All bid documents can be found there as well.
All interested parties looking to submit Statements of Qualifications to any of the requests are required to turn them in by 3:00 p.m. on June 24th, 2020.
