An 86.8KSF delivery center is the first project planned on a nearly 1,280 area at State Route 89A and County Fair Trail annexed into Prescott Valley in 2001.
Developer Van Trust Real Estate has requested a rezoning for 100 vacant, undeveloped acres from single-family rural to limited industrial to allow development of the delivery center on approximately 20 acres of the site.
Surrounding land uses include similarly zoned undeveloped land, a Yavapai County Sheriff’s Office property with a training facility, and other uses that include a beverage bottling plant and an RV park.
According to the submitted narrative, the delivery center will be the first development on the property. Future development on the site will be determined by market demand.
In justifying the request, the narrative says, “The development will not only utilize the underused property but also create job opportunities and stimulate local economic growth. By establishing a delivery center, the project aims to enhance logistics and improve supply chain efficiency in the region, benefitting local businesses and consumers alike.”
The staff report for Project Lynx, as the proposal has been named, found the rezoning “will maximize the land’s potential to promote… economic development, provide job opportunities, and enhance the ability for supply chain opportunities.”
The developers and planning staff held a neighborhood meeting March 3, with comments being submitted about expected traffic impacts on County Fair Trail, impacts on the existing RV park and concerns about the general nature of the planned development.
Staff recommended approval of the rezoning request, subject to a number of conditions. These include:
- Relocation of proposed domestic and fire connections;
- Extension of the proposed eight-inch sewer;
- Approval of a finalized traffic impact analysis with any offsite improvements by the Town Engineer;
- Updating and finalizing the traffic impact analysis to the Town’s and Arizona Department of Transportation’s approval;
- Constructing County Fair Trail to the Town’s industrial collector section, including engineered pavement structural section to accommodate expected traffic volumes and types, and
- Constructing mitigations to the state highways as determined by ADOT and the approved traffic impact analysis.
The Prescott Valley Planning and Zoning Commission is scheduled to hear the request April 14.
Van Trust Real Estate (as VTRE Development, LLC) is the developer. The land owner is Fain Signature Group (as Fain Land & Cattle Company). SGA Design Group is the design firm, and Kimley-Horn & Associates, Inc. is the civil engineer, and the project is represented by Tiffany & Bosco, P.A.
