    2 Mixed-Use Options Proposed in N. Phoenix

    DMB Circle Road Partners, LLP have requested the rezoning of a 2.28 gross acre parcel at 15450 N. Scottsdale Road from Intermediate Commercial with a Planned Community District (C-2 PCD) to Planned Unit Development. The parcel, “located in the Paradise Valley Village Core and Council District 2 in the City of Phoenix,” is approximately 400 feet north of the NWC of Scottsdale Road and Kierland Boulevard with direct frontage onto Scottsdale Road.

    La Maison Interiors, a 25KSF furniture store, currently sits at this location, but in its place there soon could be “a mixed-use building including…retail, hotel, and multifamily uses. The singular building will include a mixture of ground floor retail with the potential for hotel units and luxury condominiums on the upper floors.” Currently, the design includes 26KSF of at-grade retail/commercial space with 140 residential units and 210 hotel rooms. However, without hotel development, the proposed residential units go up to 272.

    The development narrative introduces two design concepts for consideration. Option A includes the building’s height at 120 feet, which is consistent with the current and future surrounding development, while Option B expands the building’s height to 196 feet. According to the narrative, Option A is consistent with the surrounding development, but “creates more visual massing from the pedestrian viewpoint, and blocks more views from the existing residential developments…” and offers “fewer opportunities for architectural interest and ‘human scale’ ground plane amenitization.”

    Option B is noted as a “better solution for the property” as it “opens up view corridors both to and from existing residential development adjacent to the property” as well as “creates less visual massing impact on the ground-level pedestrian realm and allows the building form to have more architectural character.”

    The design of either option “will support sustainable ‘green’ design principals such as passive solar shading of windows, green roof elements, and Low-E glazing. Balconies for the residential units will be incorporated into the architectural design to allow owners and tenants direct access to outdoor space. They will also add visual interest and act as passive solar shading elements.”

    The proposed open space totals 53.5KSF and includes a lower and upper roof deck with more than 20KSF of amenities, including a swimming pool, canopied courtyards, covered rest areas and other shading elements, as well as benches, fire pits, barbeques, water features and functional landscaping. “Pedestrian connectivity with the public walkway to adjacent developments and Scottsdale Road will be provided to the main entry servicing the building.”

    There are two below-grade parking levels and one-at grade, with approximately 17 additional surface parking spaces to serve as “access to potential ground floor retail, restaurant, and services uses.”

    The project was brought before the Paradise Valley Village Planning Committee for discussion only on April 2. The next Paradise Valley Village Planning Committee meeting is scheduled for May 7. The City Council meeting that follows is scheduled for May 16.
