Like many – if not most – major projects around the country, Peoria’s four-phase Beardsley Water Reclamation Facility Expansion is suffering cost impacts and timeline delays due to ongoing supply chain constraints. Costs for Phase 2A, which includes construction of a new reclaimed water pump station, are running over budget by between 17%-and-20%, and the timeline has pushed from the end of next year to some point in 2024. Even though commercial real estate has hit a state of negative leverage – in which an investor’s equity is less than the capitalization rate – many investors are choosing to remain in the sector. Simply put, negative leverage occurs when the debt constant (annual debt service payment divided by debt amount) is more than the cap rate. By Associated Builders and Contractors Associated Builders and Contractors reports its Construction Backlog Indicator increased to nine months in May from 8.8 months in April, according to an ABC member survey conducted May 17th to June 3rd. The reading is up one month from May 2021. Backlog in the infrastructure segment jumped from 8.7 months in April to 9.3 months in May, and the Northeast and South regions continue to outperform the Middle States and the West. Investment Development Management is proposing a 678-unit multifamily development on approximately 34 acres of a 160-acre site bounded by 99th Avenue, Thomas Road, Loop 101 and McDowell Road in the Maryvale area of west Phoenix. Phoenix City Council is considering a development agreement to reimburse IDM for infrastructure improvements as an incentive for the project. Under the agreement, the City would reimburse the company up to $1M of the expected $2M cost to connect the site to Phoenix water lines.
