North Phoenix’s Turf Paradise racetrack could give way to an industrial and commercial development to be known as Winner’s Circle Business Park under plans submitted by developer CT Realty.
CT Realty plans to acquire the 213-acre site near 19th Avenue and Bell Road for a 2.6MSF industrial and data center development. The current proposal calls for eight industrial buildings and two data centers. The commerce park would sit on roughly 155 acres, with a 36-acre portion set aside for future commercial uses under the most recent plans. Company representatives have said the total project value could exceed $500M.
The track itself could be preserved under potential future legislation to permit electronic horseracing machines. If that happens, CT Realty would build the new development around the existing track.
The company is currently seeking a rezoning of approximately 30 acres to allow commerce park development. The Deer Valley Village Planning Committee will vote on the requests this week, and the Phoenix Planning Commission is scheduled to hear it next month. The rest of the property can be developed under existing zoning, representatives said.
The project design firm is Butler Design Group Architects. The industrial broker and general contractor have not yet been selected, according to company representatives. The developer hopes to start construction around the middle of next year and deliver by 2025. (Source)
