The Avondale City Council approved an amendment to an existing development deal at its August 26th meeting for the 163-acre Parkside Village site at the SWC of Indian School Road and 99th Avenue.
According to the city staff report, “The proposed amendment will redefine infrastructure improvements… modify the timing for completion of those infrastructure improvements and remove time sensitive elements of the existing agreement that are no longer available.”
The project, called Parkside Village is proposed as a master-planned community comprised of 415 single-family residential homes on 4,500-6,500 square-foot lots and 247 single-family “villas” to be developed by William Lyon Homes.
The plan also includes a 21.3-acre future commercial mixed-use development to house 300 urban lofts as well as a 9.9-acre area for future office development.
The Planned Area Development amendment was also requested to change up parts of the proposed development including raising the number of overall dwelling units from 784 to 962 and providing for more open space for several public parks of various sizes including a 6.32-acre “central park” to be located in the middle of the community.
Amenities such as a community pool with restroom facilities, outdoor movie theater, multi-use paths and playground equipment are also proposed.
Off-site improvements to 99th Avenue and the intersection at Indian School Road and 99th Avenue are expected to be completed during the residential development phases of the project.
Background
The 163-acre undeveloped site is currently home to farmland and was rezoned in 2007 from Agricultural to Planned Area Development for a mixed-use development called Entorno. According to the staff report, “The planned Entorno development included single-family and multifamily residential and commercial uses but did not develop.”
Avondale City Council approved rezoning the property to Parkside Village PAD in June 2014. The previously approved Parkside Village PAD Master Development Plan allowed for a 272-unit garden style apartment complex as well as 100 urban lofts; however, the recently approved PAD amendment eliminated the need for the apartment complex and added 200 more lofts.
According to the documents, Parkside Village “provides an improved variety of diverse, high-quality residential options, and continues to provide for mixed-use and office uses,” and will “provide residents with an enhanced live, work and play environment at an important gateway location within the City of Avondale.”
