    Steve Scinto

    City Engineer, Director of Engineering | City of Goodyear

    Steve Scinto is the City Engineer and the Director of Engineering for the City of Goodyear. He holds a bachelorā€™s degree in civil engineering from the University of Arizona (Bear Down), is a Licensed Professional Engineer, a Certified Floodplain Manager and a Certified Public Manager via Arizona State University. Steve has been with the City of Goodyear for 14 years and has held various positions in the organization, including roles in Development Engineering and Public Works/Water Resources. In his current role he oversees Capital Projects, Real Estate, and Transportation. Prior to arriving at the City of Goodyear, Steve worked 6 years in private Civil Engineering consulting firms.

    Arminta Syed

    Transportation Policy and Initiatives Program Manager | MAG

    After moving to Phoenix in 2018, Arminta Syed joined the Maricopa Association of Governments (MAG), where she has since managed a diverse and impactful portfolio. She currently serves as the Transportation Policy and Initiatives Program Manager, overseeing the implementation and management of transportation programs funded through Maricopa Countyā€™s dedicated half-cent sales tax for transportation, including the Freeway Life Cycle Program and more recently, the Transit Life Cycle Program. Arminta also plays a key role in advancing high-priority transportation initiatives and policy efforts under the direction of the Assistant Executive Director. She has successfully led several high-profile projects that contribute to the regionā€™s long-term mobility and infrastructure goals.

    Grant Larson

    Project Director | Sundt Construction (Moderator)

    Grant is a 5th generation heavy-civil contractor with 30 years of experience throughout Arizona, Texas, Utah, and Nevada. As a local leader of Alternative Project Delivery, Grant has led the Preconstruction Services on over 50 Design-Build and CMAR projects that total over $4.5B. His work spans highways, bridges, and heavy civil projects for public agencies, including extensive collaboration with municipal owners and the Arizona Department of Transportation. Grant is known for fostering strong partnerships early in project development, helping align stakeholder priorities, manage risk, and drive efficient, transparent delivery. He has deep experience in progressive design-build and other collaborative delivery methods that support cost certainty and schedule reliability for public owners.
