    Queen Creek P&Z OKs 320-unit Rental Community Plan

    The Queen Creek Planning and Zoning Commission has recommended rezonings for two properties for the development of Elanto at Queen Creek—a proposed 320-unit rental community.

    The larger, 128.9-acre “Elanto” parcel sits at the NEC of Meridian and Queen Creek roads, while the smaller, 20-acre “Downzone” site is south of the SWC of Ironwood and Germann Road. “… the applicant requests to rezone the Downzone Property from High Density Residential (HDR) to Planned Area Development (PAD) with underlying Medium Density Residential (MDR); and, the Elanto Property from R1-5 and C-2 to Planned Area Development (PAD) with underlying R1-5 (56.98 gross / 54.25 net acres), C-2 (24.3059 net acres), and MDR (53.90 gross / 50.35 net acres),” according to the submitted narrative.

    Project documents and media reports on the Planning and Zoning meeting say the intent is for developer Hancock Communities to create a 320-unit rental community. The landowner is Property Reserve Inc., the commercial real estate investment arm of the Church of Jesus Christ of Latter-day Saints.

    “The Overall Property was originally zoned in 2018 (Case No. P18-0133) as part of a larger 516-acre development, which rezoned the land to R1-5, C-2, and HDR zoning districts. Since that time, the owner has been evaluating the site and analyzing various land use options that include single-family homes, rental home communities, commercial amenities and an area to be a possible future public park. To make these desired changes, a zone change is needed,” the narrative says.

    The plan calls for four types of units. According to the article, “Those housing types are single-family homes, with 16 being one-story and 30 having two levels; 12 paseo homes; and 74 townhomes. The apartment mix would comprise 48 one-bedroom units, 92 with two bedrooms and 48 with three bedrooms.”

    Planned amenities include a central park area, pickleball courts, dog parks, a pool, indoor amenity areas, playground and barbeque spaces. The site is also intended to connect to a potential future regional park.

    No residents spoke out either in favor of or opposition to the project before or during the Planning and Zoning meeting. P&Z recommended the rezoning and approved the site plan.

    Property Reserve Inc. is the owner. Hancock Communities is the developer. The design firm is Barduson Architects. Landscape planning and civil engineering services are provided by Bowman. The project is represented by Withey Morris Baugh.
