The Bullhead City Planning and Zoning Commission has recommended approval for a zoning change requested by the Bullhead City School District to create a District Employee Neighborhood with up to 30 Build-to-Rent units on five acres.
The DEN development on Calle De Mercado off Silver Creek Road would allow the development of a workforce affordable housing community for Bullhead City teachers, staff and district administrators. Rents for a three-bedroom, 1,100SF home in the development would be targeted in the $750-$800 range.
The site is currently zoned single-family residential with a density requirement of 35KSF/unit. The requested zoning change would lower the requirement to 3KSF/unit. While the revised zoning would allow for up to 30 homes on the site, BCSD has plans for a total of 20, with an initial phase of five or six. The District has earmarked approximately $3M it received in COVID-19 relief money for sustainable housing development.
Residents expressed both support and opposition to the project. One opponent complained that the development would look directly into her backyard. A Commissioner pointed out that a single-family development built under the current zoning would also abut her property.
Another resident said she was willing to purchase the land for the site to prevent the proposal from moving forward, calling the District’s request “ridiculous.”
Attendees and District members speaking in support of the project said it would be beneficial for teachers and staff and allow them to save money for down payments on their own homes or larger rental opportunities.
Two Commissioners recused themselves from the discussion and vote, which was then passed 5-0 by the remaining members. The Bullhead City Council is expected to hear the request in its July 18 meeting. (Source)
