Major airports are never truly finished. Virtually every airport larger than a single-hangar crop duster strip always has construction happening somewhere on the grounds.
As one of the 10 busiest airports in the U.S. and 25 busiest airports in the world, Phoenix Sky Harbor International Airport has more planned and ongoing construction than most.
Following is an update on the extensive work planned for PSHIA in 2025.
Terminal 3 Expansions
With Terminal 4 being built out, attention is now turning to Terminal 3. In 2025, a new north concourse and a pedestrian bridge to connect Terminal 3 and Terminal 4 beyond the security checkpoints will begin construction.
The new concourse is planned with six gates, as well as restaurants and shopping options. With construction start planned for 2025, opening is targeted for 2027.
Terminal 4 Infrastructure
Having received a combined total of $71M through two federal Infrastructure Investment and Jobs Act grants, PSHIA is targeting upgrades to the Central Utility Plant at Terminal 4, which is part of a $500M infrastructure upgrade plan for the terminal.
The utility plant upgrades are currently in design and will start in 2025, with completion planned for 2027.
Another component of the overall infrastructure program will be a Vertical Transportation Project to upgrade the terminal’s elevators, escalators and moving walkways. The first phase is already underway and will finish work in 2026. Work on the second phase will begin in the same year.
Previously Planned Projects
Other projects planned for the airport have been previously reported on at least as far back as December 2023. Following is a list of major projects and their current statuses.
- Taxiway U: A 2,150-foot-long runway currently under construction and planned to deliver in 2027;
- Relocating west side cargo operations and major street realignments: A $66.7M grant was awarded in July for site prep and demolition;
- West Terminal: A new terminal is planned west of terminals 3 and 4. Environmental review will begin in 2025, with project construction expected to begin in 2032. (Source)
