Having seen a requested zoning change rejected by the Surprise Planning and Zoning Commission and City Council last fall, developer Alliance Residential has amended its proposal for the Prose Mountain View apartment development and will take it before the Commission again this week.
According to the staff report, the developer is requesting the rezoning of approximately 13.2 acres at the SWC of Mountain View Blvd. and White Horse Trail from Community Commercial to Residential High Density.
In summarizing the project, the staff report says, “The proposed, for lease, apartment complex will have 260 units and a net density of 19.7 DU/Ac. This is a reduction from the 274 units and 23.4 DU/Ac proposed previously. The 2-story buildings previously situated along the south of the property have been eliminated and replaced with covered and uncovered parking spaces. The 3-story building at the southeast corner of the site has been replaced with a 2-story building. The setback from story buildings to single family residential has been increased from 41’-5” to 98’ and the buildings have been orientated at an angle to reduce visibility into neighboring properties.”
The community features a central amenity area with a clubhouse and fitness center, pool and play area. There is also a planned dog park and shade ramada at the northeast edge of the property.
Following last year’s rejection, the developer held several meetings with nearby residents to solicit their input on plan changes and to minimize opposition. Planning staff has recommended the Planning and Commission recommend the rezoning for approval by City Council.
