Stonelake Capital Partners wants to build a four-building, 514.9KSF industrial development on a 38.9-gross-acre site on the NEC of Pecos and Sossaman roads in Mesa.
The Mesa Design Review Board will examine the proposal this week. Stonelake is requesting a design review for the elevations and landscaping and has submitted an alternate compliance request for the materials, parapet and foundation.
The largest building in the development will be 245.7KSF. The next will be 107KSF. The remaining buildings are planned for 81KSF each. Maximum building heights will not be taller than 50 feet.
The Stonelake Industrial site is located in an Opportunity Zone and sits within the Pecos Road Employment Opportunity Zoning District established by Mesa in 2017. According to the submitted project narrative, “Due to the Property’s location, the City allowed the property owner, as-of-right, to administratively rezone the property from the previous Agricultural (“AG”) zoning district to the Pecos Road Employment Opportunity Zoning (“PREOZ“) District. The PREOZ floating district allows certain property owners to submit the Employment Opportunity Development Plan Opt-In form and the Consent to Conditions & Waivers of Land Use Law Claims form (the “opt-in forms”) to the City, which in turn reviews and administratively approves the new district.”
Stonelake submitted the forms in December and received approval in February.
The site is also in the Logistics and Commerce District of the Mesa Gateway Strategic Development Plan, which focuses on bringing industrial development to the Phoenix-Mesa-Gateway Airport.
Stonelake Capital Partners is the owner. The design firm is Powers Brown Architecture. The civil engineer is Terrascape Consulting LLC, and the landscape architect is IN2IT Studio LLC. The project is represented by Quarles & Brady LLP.
