The Arizona Department of Transportation has announced that it is seeking public input on its three-year Draft Disparity Study and overall Disadvantaged Business Enterprise (DBE) goals for FHWA, FTA and FAA-funded contracts.
“ADOT is required to set a new overall annual goal for participation of DBEs in its federally-funded contracts,” according to the 2020 DBE Disparity Study website. “ADOT will submit a new three-year overall DBE goal to FHWA this summer to go into effect on October 1st, 2020.”
The current overall DBE Goal for FHWA-funded contracts is 9.55 percent. Based on the results of the study, ADOT is proposing:
- An overall proposed goal of 12.89 percent for FHWA in Federal Fiscal Years 2021-2023
- An overall proposed goal of 10.69 percent for FAA in Federal Fiscal Years 2022-2024
- An overall proposed goal of 14.64 percent for FTA in Federal Fiscal Years 2022-2024
The public comment period runs through June 12th, according to the website. ADOT is encouraging comments on, “the size of the proposed overall DBE goals, the methodology used to develop the proposed goals, the results of the Disparity Study, as well as their experiences competing for or working on ADOT projects.” ADOT is also looking for suggestions on how to improve/enhance DBE opportunity and program support.
Two webinars will be held as part of the input process. The first one will be held on May 12th, 2020, from 1:00 p.m. to 2:30 p.m. and the second one will be held on May 21st, 2020, from 4:00 p.m. to 5:30 p.m.
