Following a meeting between Payson Mayor Tom Morrissey and U.S. Senator Kyrsten Sinema, the mayor, Town Council and staff have put together a wish list of the town’s top capital improvement priorities.
The total price tag tops out at approximately $160M.
First on the list is a $4M project to design and build an extension of Green Valley Parkway that would provide alternative access to Main Street and Green Valley Park.
Stormwater management came in as the second priority, particularly in the form of a comprehensive storm sewer system. Estimated cost to develop and implement an updated master plan is projected at $25M.
Priority number three would be $10M for projects to improve the Payson Event Center, including $8M for cover and event buildings.
The fourth item on the priority list is $17M for an overhaul of the Town’s police and fire stations. Recommendations include closing two outdated fire stations and building a centrally located two-company fire station to replace them. Payson also wants to redesign and expand its police station.
Priority five is $12M for digital and broadband infrastructure.
Item six is $12M for improvements to American Gulch, which includes floodplain mitigation, trail system links, development preparation for reclaimed floodplain areas, a linear park, and walkways/landscaping/amenities.
The final item is $63.5M for street maintenance. Consultants have recommended completely reconstructing 15% of all Payson streets and establishing a maintenance and repair budget of at least $4M/year. (Source)
