The Arizona Department of Transportation’s recently announced 2026-2030 Five-Year Transportation Facilities Construction Program includes a significant focus on “Greater Arizona”—regions outside the state’s major metro areas—and pavement preservation to extend investments made in Arizona roadways. According to the Rider Level Bucknall Q2 2025 Quarterly Construction Report, construction cost increases around the U.S. have been relatively steady between Q1 and Q2, rising by just 0.15%. Costs have also dropped year-over-year. In April 2024, the YoY cost change was 5.42, versus 4.4% in April 2025. National construction unemployment increased 0.2% between Q4 2024 and Q1 2025, but it dropped to 3.5% in April. The City of Peoria plans to buy 834.5 acres in an Aug. 27 Arizona State Land Department auction as part of its Peoria Innovation Core development plan. The minimum bid will be $46.7M. PIC is a major economic development priority for Peoria, which is planning to take the lead in development up to 6,700 total acres as part of the overall program. On July 8, the Prescott City Council heard a presentation discussing the Highway 89 effluent line improvements and widening project and opened a 60-day public comment period. Kimley-Horn and Associates LLC has been working on the design since November 2024. The improvement effort includes replacing the effluent main, replacing the gravity sewer main and expanding a two-mile stretch of the highway between the Phippen and Willow Lake roundabouts.
