The Town of Guadalupe recently issued a Request for Proposals to developers interested in leasing and/or purchasing approximately six parcels currently owned by the town.
The goal of the request, according to the issued RFP, is to seek out one or more private-sector partners to lease and/or purchase the properties which range in size from 15KSF-120KSF and to develop them into commercial or mixed-use development(s) that would, “ultimately generate new tax revenue and other public benefits for the Town.”
Sites A and B
According to the RFP the first two sites are being offered for development either together or separate. The town is looking for retail/restaurant use on these currently vacant properties.
Sites A and B both have approximately 180 feet of frontage on Avenida del Yaqui, the town’s main north/south road that connects to Tempe’s Priest Drive on both ends. Avenida del Yaqui is expected to go through $5.6M worth of roadway improvements beginning in September 2021, including pavement resurfacing, curb and gutter, sidewalk and driveway installations, and the addition of traffic control signs, pedestrian crossings and more.
Site C
The town envisions commercial development on this vacant +/- 2.8-acre property, including retail, restaurant and office uses. According to the RFP, “The town would also entertain proposals which include live/work elements as well.”
This site has significant frontage on Avenida del Yaqui as well as Calle Guadalupe, the town’s main east/west road.
Sites D and E
These unimproved vacant properties with corner frontages on both main roadways are being offered together, and it is the town’s vision that commercial developments be used on these lots.
“Site E could be used to provide required parking with the potential to develop a separate structure on the south side of Site E that might share that parking for both lots as well,” the RFP states.
Site F
Site F is also known as “The Mercado” and houses four structures totaling 22KSF that comprise a mix of restaurants, retail and office uses. The site also houses a 26KSF shared plaza that was used for private parties/weddings.
The town wants to promote the revitalization of The Mercado with the addition of new tenants, and “proposed renovations, modifications or additions to the buildings, design, site plan, signage or common spaces are welcome.”
RFP Due Date
A non-mandatory virtual pre-submittal conference will be held at 10:00 a.m. on Tuesday, May 4th. All interested firms must submit their proposals to the town no later than 3:00 p.m. on Friday, May 28th. According to the RFP, there may be multiple shortlists depending on which sites receive proposals.
