Kaplan Management Company earned approval last week from the Chandler Planning & Zoning Commission for its plan to build a 4-story, 320-unit multifamily project at the NWC of Frye Road and 95th Street, east of Dobson Road.
The company was seeking rezoning from Single Family Residential to Planned Area Development for Multifamily Residential with a Mid-Rise Overlay for building heights up to 50 feet, as well approval for its Preliminary Development Plan.
The neighborhood has been designated as a Growth Area, and Frye Road is considered a High Capacity Transit Corridor. “A variety of residential densities is appropriate,” according to the documents, “to support the area, which includes two major destinations: Dignity Health Chandler Regional Medical Center and Chandler Fashion Center. The proposed urban residential development offers housing opportunities for the area’s employment along with access to the freeway and surrounding areas.”
The proposal calls for 187 one-bedroom and 153 two-bedroom units, ranging in size from 707SF-1,551SF.
The Mid-Rise Overlay will allow for four-story buildings with a planned height of 47 feet. Surrounding uses include vacant light industrial to the west and northwest, with single family residential to the north and east. To blend in with the existing single-story homes, building heights will graduate down to two stories, along with other buffer elements at the perimeter.
Design elements include a variety of window and balcony styles, colors varied by unit, pop out features, decorative stone veneers, and vertical and horizontal wall plane variations.
“In addition,” the documents state, “decorative theme wall and view fencing, on-street parking, a dog park and a community park are provided along 95th Street. The community park is accessible to existing single-family residences, which is an older neighborhood that does not have a neighborhood amenity.”
