The City of Goodyear and Globe Land Investors, LLC (Globe Corporation) have recently issued a Request for Qualifications for a Design-Build firm for the development of the City Hall portion of the Goodyear Civic Square at Estrella Falls project.
The project, located Adjacent to Bullard Wash, west of 150th Dr, between Monte Vista and McDowell Roads, is proposed as a four- or five-story, 125KSF Class A+ office building consisting of a 20KSF public library, a two-acre Civic Square Park, City Council Chambers and department work spaces, exterior public gathering spaces and lobby and customer services spaces. Surfacing parking will also be included.
According to the RFQ, the Civic Square Park will “serve as central community gathering point and focal point of entire development.”
The new City Hall building and Civic Square Park are just a 48-acre piece of the entire 104-acre mixed-use development. The City of Goodyear’s Planning and Zoning Commission approved a Planned Area Development rezone request for Goodyear Civic Square at Estrella Falls on June 26.
As part of the PAD, the site was separated into three parcels. Parcel A will be the City Hall and Civic Square Park. Parcel B, 39 acres located northwest of the 150th Drive and Monte Vista intersection, can consist of single-family and multifamily residential. Parcel C, 17 acres located southeast of the 150th Drive and Virginia Avenue/Encanto Boulevard intersection, can consist of uses such as multifamily residential, hospitals, office, general commercial and retail, urgent care, and education.
RFQ Details
The request states that the city and Globe Corporation are looking for a firm for, “complete design-build services including design, design review/value engineering, cost modelling, permitting and regulatory assistance, and construction services,” for the project.
A pre-submittal meeting will be held at Goodyear City Hall on July 23, starting at 10:00 a.m. and all statements of qualifications will be due by August 21 by 3:00 p.m.
A Pre-construction phase services contract is anticipated to be awarded in October 2019 with a Construction phase GMP contract anticipated to be awarded in September 2020.
According to the RFQ, notice to proceed with construction on the $70M project is expected to be given in March 2021 with an anticipated construction completion date of June 2022.
