The City of Surprise plans to break ground in early Fall 2023 on Heritage Senior Apartments, a 99-unit low-income senior housing development in the Original Town Site.
The $23M development is expected for completion by December 2024.
The 2.54-acre site is located to the south of the existing 100-unit low-income Heritage at Surprise Apartments and next to the Multi-Generational Community Resource Center, which is planned to open in 2025.
Heritage Senior Apartments has received significant grant funding. In what was reported to be the largest award under the program, it received $9.1M under a federal Housing and Urban Development 202 grant. It also received a Low-income Housing Tax Credit of 9%, which could total more than $10M. The remaining construction costs will come from development partner GEM Housing Solutions.
Under an intergovernmental agreement, Surprise will lease the property to the Housing Authority of Maricopa County for 75 years at a rate of $10/year.
After being continued from the March 21 meeting, the agreement is expected to be ratified at the April 4 Surprise City Council meeting. (Source)
