Phoenix City Council voted unanimously last week to approve zoning for Home at Happy Valley, a 226-unit apartment community planned for 7.8 acres at Happy Valley Road and 17th Avenue.
The proposal had drawn opposition from some nearby residents, primarily because of its density and concerns about potential traffic impacts. After several meetings with neighbors, developer Shelter Asset Management reduced the unit count from an originally planned 280 units down to 226, added a buffer sidewalk on 17th Avenue and agreed to limit traffic on 17th Avenue as well.
While no rental rate estimates have been provided, project representatives have billed the development as attainable housing and said rents will be at or below market rates. Councilmembers praised the affordability component of the plan, saying workforce affordable housing is virtually nonexistent in the area.
The location is a few miles from the 1,000-acre, $40B Taiwan Semiconductor Manufacturing Company plant under construction north of the Loop 303 freeway on 43rd Avenue. TSMC estimates it will eventually have 4,500 workers on site. Suppliers supporting the plant’s operations are expected to bring in another 13,000.
Home at Happy Valley is one of three recently approved multifamily developments in the area that are expected to deliver a combined total of nearly 1,000 new units. (Source)
