It is shaping up to be a good year for development in Surprise’s downtown civic area.
Carefree Partners is moving forward with an ambitious development plan that includes two major centers, an office building, a medical building and residential housing, according to Rick West, one of the group’s principals.
“This is going to be a banner year for development in the Surprise downtown,” West said in a telephone interview last week.
One center planned by Carefree would be an entertainment area that would include a theater and restaurants. This center is targeted for land at the intersection of Bell and Litchfield roads. The other would be a community shopping center at Civic Center Drive and Bell Road.
In addition to these projects, the developer is also planning another office building for Surprise and another medical building. Carefree Partners is also looking to begin residential housing development in the city as well, West explained.
Carefree Partners has been active in Surprise development for several years. The group developed Surprise Farms and Arizona Traditions in 1994 and met with then-Surprise Mayor Joan Shafer in efforts to determine the city’s civic center.
