MIHS Issues RFP for Construction Services

Continuing with its voter-approved “Building Our Future Bond Program” implementation, Maricopa Integrated Health System has issued an RFP for a firm to provide the resources and necessary leadership to establish an Integrated Program Management Office for Construction Services.

The IPMO will manage and complete capital projects identified and established under the bond program. These include the proposed construction of 19 new family health centers and the redevelopment of the system’s Roosevelt Street campus to include two new hospitals.

MIHS Senior VP of Strategic Planning Susan Doria is a featured speaker at the upcoming AZBEX Public Works Conference. She will be presenting on, “Opportunities in Publicly Funded Healthcare,” including the Building Our Future program.


Maricopa County voters approved Proposition 480 in in 2014 by a wide margin. The measure granted MIHS up to $935M in bonding authority to renovate, modernize and expand its services and facilities.

In the summer of 2015, MIHS issued its first authorization for $106M to replace previously spent capital and plan for current capital needs through this year, in addition to adding capacity for behavioral health and upgrading equipment across the hospital network.

Funds from that issuance were also used to begin the Prop 480 planning process. Among the five steps in the process was establishing a set of implementation timelines for development and expansion.

An aggressive schedule was developed to start construction in 2017 and complete the projects by the end of 2022. Execution is expected to take place on multiple tracks to deliver the facilities on time.


Deadline for inquiries is October 4 at 9 a.m. There will not be a pre-submittal conference. Proposals must be submitted by 10 a.m. on October 18.

MIHS tentatively plans to complete its review and announce a short list and, possibly, the preliminary award on October 27. If needed, oral presentations may be scheduled for October 31. The start date will be determined following board approval of the contract.
