The City of Mesa is currently seeking design services for the development of a new reuse pipeline project as well as improvements to three of Mesa’s Water Reclamation Plants.
The city has recently issued a Request for Qualifications for up to four qualified firms to provide programming, final design and construction documents, and possible construction services for two design packages.
The first Design Services package described in the RFQ is the, “Design of upgrades, replacements, or new equipment associated with delivery of reclaimed water by means of new in-line pumping and equalization storage systems,” and the second is the, “Design of approximately 9.5 miles of a new large diameter 36-inch and/or 42-inch waterline from approximately Val Vista and Quenton Drives to Baseline and Recker Roads.”
The improvements include possible upgrades or replacements of effluent pump systems and electrical, instrumentation and control upgrades at the Northwest Water Reclamation Plant, the Southeast Water Reclamation Plant and the Greenfield Water Reclamation Plant. Other necessary improvements determined by project design and development may also be done.
The Central Mesa Reuse Pipeline project has been deemed necessary to, “utilize delivery of reclaimed water produced at the Northwest Water Reclamation Plant (NWWRP) as part of a water exchange agreement with the Gila River Indian Community,” the RFQ states. It also states that the project is expected to be constructed using the Construction Manager at Risk method.
According to an East Valley Tribune article dated October 25th, 2019, “The deal would help both parties – with the Native American community receiving water for irrigating crops and Mesa receiving drinking water at a cut-rate price.”
A virtual pre-submittal conference is expected to be held at 8:00 a.m. on April 29th. While not mandatory, all interested participants must send an email to donna.horn@mesaaz.gov for an invitation. Statements of Qualifications will be due no later than 2:00 p.m. on May 28th and shortlist interviews are anticipated to be conducted the week of June 15th.
The total budget for design and construction is approximately $88.5M and the city anticipates beginning construction in late 2021.
