Groundbreakings

1. HSL Properties has begun Phase 1 of the Oro Valley Marketplace redevelopment with Borderlands Construction as contractor and Town West as project manager. The Town Council approved the master plan in 2023 to transform the marketplace at Tangerine and Oracle Roads into a mixed-use destination. Phase 1 began Oct. 6 and includes grading, utility relocation and foundational work for Encantada at Oro Valley Marketplace, a 320-unit Class A apartment community south of Tangerine Road that is expected to be completed in 2027. Crews will also build new pedestrian connections, upgrade intersections and construct a public park.
2. Creation, PGIM Real Estate and LGE Design Build have broken ground on The Loop, a 267KSF Class A industrial campus on a 16.5-acre site at Loop 101 and Princess Drive in Scottsdale. The project will include four buildings ranging from 54KSF to 101KSF. Completion is expected in late 2026.
3. IndiCap and VAC Development have broken ground on Bethany Bay, a $31M Class A shallow bay industrial project at 16830 and 16840 W. Bethany Home Road in Glendale. The 136.8KSF development will include two buildings of 98KSF and 39KSF designed for multiple industrial users. The project team includes senior lender Berkeley Partners, preferred equity partner Olive Point Capital, lender placement by Newmark, leasing broker Colliers International, title company Commonwealth Land Title, architect and civil engineer Ware Malcomb and general contractor FCL Builders. The project is expected to be completed in August 2026.
4. The Arizona Department of Transportation will begin work this month to reduce congestion and improve safety on SR 187 through the Gila River Indian Community. The six-mile project will add turn lanes and eight-foot shoulders, replace pavement and upgrade drainage and bridge railings between SR 87 and SR 387, east of I-10. The current targeted completion date is spring 2026.
5. Construction is underway on the Randolph Cultural Center, following a groundbreaking ceremony Oct. 10. Princeton Construction is the general contractor, and 4Line is the project architect. Project completion is expected in Q2 2026. Salt River Project provided support after reaching a community agreement related to a nearby power plant expansion. Crews are beginning excavation and utility work, with steel framing scheduled to start within two months.
Progress Reports
6. Construction is advancing on multiple Mohave County projects in Kingman. The $7.1M Law and Justice Center Phase 2A is 60% complete and four months ahead of schedule. Concord Construction is the general contractor with Selberg Architects and DFDG Architecture on design. The $6.6M Legal Services Center, also by Concord and Selberg, is 30% complete and on track for a summer 2026 finish. The $3.9M Reach Out reentry facility next to the County jail is 80% complete and slated to open in November.
7. Greystar has begun pre-leasing for Azur, a 348-unit luxury apartment community at 20700 N. 55th St. in Phoenix’s CityNorth district. The seven-story project includes one- and two-bedroom residences and community amenities. The first 100 units are expected to be ready for move-ins in January. SofMac Partners serves as the equity partner.
Completions

8. Intel has completed Fab 52, a new semiconductor manufacturing facility on its Ocotillo campus in Chandler. Fab 52 is the first of two new fabs planned on the site and is expected to reach high-volume production later this year.
9. Holualoa Cos. has completed Dwell, a 129-unit apartment project at Farmer Avenue and Fifth Street in Tempe. The 2.2-acre development includes studio and one-bedroom units built above a shared parking podium that also serves nearby offices. 80% of units are already leased.
10. Dick’s House of Sport has opened a 100KSF store and activity venue in Glendale near Loop 101 and Maryland Avenue.
11. Arizona State University and Applied Materials have opened the Materials-to-Fab Center at ASU Research Park in Tempe.
12. Eastern Arizona College celebrated the ribbon-cutting of its new EA Alumni Library Media Center in Thatcher. The facility completes a five-year library transformation that added modern study rooms, the Student Learning Center and the Career Services Center. Designed for digital storytelling and collaborative learning, the Media Center serves both students and the Graham County community.
13. Concord General Contracting and Grace Design Studios have completed The Launchpad, a renovated media center at Shumway Leadership Academy in Chandler. The project is part of the Chandler Unified School District.
14. The City of Prescott and Sunland Asphalt & Construction are nearing completion of pavement preservation and maintenance work along Prescott Lakes Parkway between Highway 89 and Highway 69, and along Highway 89 between Yavpe Connector and the Willow Lake Road roundabout. All paving on Highway 89 is finished, and final seal coat work on Prescott Lakes Parkway is scheduled for Oct. 17.
