By Cecilia Chan for The Arizona Republic

The Glendale City Council, as expected, voted 4-3 Tuesday to approve a tentative budget for the coming fiscal year.

The spending plan includes a $17 million placeholder for management of the city-owned Arena, home of the Phoenix Coyotes.

The city’s tentative budget reflected nearly 50 employee layoffs as the city looked to close a $35 million shortfall.

The city’s $579M spending plan includes four components; a $347M operating budget, a $106.2M (total of all departments) 5-year capital improvement budget, an $86M debt service budget and a $39M contingency appropriation budget.
