Developer USAA Real Estate is moving forward with plans to create a three-phase Norterra community on 397 acres at 19th Avenue between Happy Valley and Jomax roads.
Plans for the new development call for between 1,000 and 1,200 single family homes, 800-900 multifamily units, 200-300KSF of retail, 500-750KSF of office space and a hotel with approximately 150 rooms.
The mixed use project will be developed around a town center-style core and will feature a community center, small parks in the residential areas, a larger community park, sports and fitness areas and an inter-connected walkway trail system. To encourage walking and biking, shading will be provided through a combination of landscaping, canopies and architectural features.
According to Bruce Petersen of USAA, after platting is completed construction on roads and improvements will begin in 2016, with lot sales to follow.
Phoenix City Council unanimously approved a zoning change last month to allow the development to proceed. One stipulation attached to the approval requires USAA to designate land in the development area for a school. Deer Valley Unified School District had expressed concern the development’s residential component could generate up to 500 additional students the district did not have capacity to accommodate.
